版本一 公投是直接民主的表達手段，以補代議體制的不足。我國目前代議政治因立委受制於黨意，常有背離民意的狀況發生，然而應用以補足代議體制的公投法，卻因門檻過高等因素，無從發揮作用。近來發生的反服貿與廢核四等爭議，皆有交付公投之議，然在現行公投制度下，卻因留有少數操弄多數的空間，使公投制度未能成為正反意見解決問題的共識。反使公投門檻下修成為必須先解決的問題。。
